H.R. 3162 — 342 pages — was introduced 42 days after the attacks, passed the House 357–66 on October 24, 2001 and the Senate 98–1 the next day, and was signed the day after that. Much of it was assembled from surveillance and information-sharing proposals that had already been put forward and had already failed to pass. That is the pattern, and it is documented: not a secret plan, but existing proposals moving through a window where deliberation is politically impossible.
